This chapter first discusses the physical deficits, which are accompanied in predictable frequencies by Intellectual Disability and epilepsy, that result from brain injury sustained in utero, during birth, and infancy. These deficits, which the public calls “cerebral palsy” and neurologists call “static encephalopathy,” persist essentially unchanged throughout life. Then the chapter considers several conditions with neuropsychiatric aspects - including neural tube defects and the neurocutaneous disorders - present from birth that progress as the child matures. It then reviews several syndromes with overt neuropsychiatric aspects attributable to genetic mutations, including fragile X, velocardiofacial, and Williams syndromes-highlighting those with prominent Autistic Spectrum Disorder symptoms.
