Disasters occur throughout the world and have a disproportionate impact on people living in poverty and people with disabilities. In recognition of this, the UN convened a series of World Conference meetings in order to set the policies and framework for disaster risk reduction. These meetings held in Yokohama, Hyogo, and Sendai, Japan resulted in written instruments to drive progress in disaster management for a future period of time. The emphasis on the inclusion of people with disabilities in disaster management processes in these instruments grew over time as did the inclusion of people with disabilities in the UN’s sustainable development goals. This sets the tenor for disability-inclusive disaster risk reduction practices across the world.
